Council Goal

Partner closely with the Lebanon Park Board to provide the citizens of Lebanon and visitors with safe, educational, and well-maintained recreational facilities that are aesthetically pleasing and adequately equipped for enjoying leisure and sports activities for people of all ages and abilities by using information provided by the city master plan, public input, and community-minded organizations.

Expand Park Accessibility

  • New location in the Southwest area of town (Fire Station 3 area).
  • New location in the East-Southeast area of town (Tower-Mountrose area).
  • Possible land acquisition outside of city limits.

Major Park Improvements

  • Wallace Park FY24– $600K
    • New shelter, pickleball courts, basketball courts, playground equipment, fire pit.
  • Atchley Park FY25– $2-2.5M
    • New shelters, pickleball courts, basketball courts, playground, splash pad, trails, concession stands, field improvements.
  • Harke Park FY29– $250-500K
    • New shelter, disc golf improvements, splash pad.
  • Nelson Park FY29– $500-750K
    • New shelter, playground, walking trail.
  • Bike Park FY29– $500-750K
    • Possible mountain/pump track bike park.
  • Boswell Park FY31– $500-750K
    • New shelters, splash pad, pickleball courts, fall protection, walking trail.

Small Park Improvements

  • Gasconade Park FY26– $75K
    • Skate park addition.
  • WT Vernon (TBD)– $100K
    • Fall protection.
  • Spiller Park (TBD)– $100K
    • Fall protection.

Boswell Aquatic Center

  • New facility at current location:
    • Destination pool ($7-10M) or community pool/splash pad ($5-7M).
  • Renovation/remodel option:
    • Community pool, splash pad, bath house ($3-5M).
  • New facility at Cowan Civic Center:
    • Destination pool or addition to indoor CCC pool.

Project Funding Opportunities

  • Phase projects and pay through yearly park revenues.
  • Bundle projects and finance over time.
  • Explore Capital Improvement Tax renewal.
  • Utilize Use Tax.
  • Combine multiple funding strategies.

Grow Youth and Adult Activities

  • Explore pickleball leagues and tournaments.
  • Work with soccer groups to grow leagues and tournaments.
  • Expand disc golf tournaments and leagues.
  • Partner with local YMCA to provide additional indoor youth and adult activities.
