Infrastructure and Utilities Goals
Streets, Electric, Water, Wastewater
Council Goal
Provide clean and efficient street and sidewalk networks with an emphasis on connectivity, adequate stormwater conveyance, and reliable utility services with financially sound and sustainable strategies, with a focus on future needs.
Develop Solutions to Improve Traffic Flow
Intersection Improvements
- Jefferson Avenue and Fremont Road – Pursuing MODOT partnership grant.
- Fourth and Van Buren – Possible larger turning radius.
Future Routes and Roadway Improvements
- North/South Arterial Connector – City of Lebanon/MODOT/BNSF partnership.
- Jefferson and Hwy 32 – Pursue funding and partnerships to address narrow lanes and add sidewalks.
- Design color-coded route systems and corresponding signage for public communication.
Maintenance and Improvements to Street Network
- Report maintenance activities to City Council.
- Complete 1.5 miles of asphalt overlays in FY25:
- Allison, Foxwood Ct, Rolling Hills, E. Commercial.
- Review and vacate alleys and rights-of-way if appropriate.
Maintenance and Improvement of Sidewalk Network
- Capital Projects:
- Ivey to Nelson Park sidewalk connector.
- Exit 130 overpass pedestrian design.
- Jefferson sidewalks – Elm to Bland.
- Develop phased walking trail plans linking Civic Center, Boswell School, and Downtown.
- FY25 Pedestrian Improvements:
- Beck Lane – Ivey Lane to Ice Cream Way.
- Ivey Lane – Elm Street to Beck Lane.
Stormwater Solutions
- Inspect and maintain stormwater systems to ensure performance.
- Construct regional detention facilities to address flooding:
- Mountrose (ARPA Grant).
- West Bland (ARPA Grant).
- Review arterial street flooding issues in coordination with MoDOT.
Enhance Reliability of Utilities
- Vegetation management for electric and wastewater systems.
- Capital Improvements:
- Replace 1 mile of overhead electric systems.
- Rehabilitate 1.5 miles of sanitary sewer pipe.
- Renovate well houses and upgrade chlorine monitoring.
- Update switching equipment to isolate power issues.
- System Loss Management:
- Develop a leak detection program.
- Calibrate water well master meters.
Master Plan Review and Updates
- Update street maintenance master plan (2027).
- Develop a sidewalk and walking trail integration plan.
- Create a stormwater collection system master plan using GIS mapping.
- Acquire right-of-way for future infrastructure projects.
