Itinerant Vendors Permit Process

Overview:

Effective January 1, 2010, the City of Lebanon has implemented regulations for itinerant vendors to ensure a fair and organized marketplace. Vendors are prohibited from selling on city-owned properties without proper authorization and must follow specific procedures to operate legally. Permits are courtesy provided free of charge by the City of Lebanon. 

Permission Required:

Vendors must obtain written permission from the owner or agent of the business grounds where they intend to set up and sell products or services.

Permits and Tax ID:

  • All vendors must obtain a city-issued Itinerant Vendors Permit to set up and sell goods within the City of Lebanon.
  • Vendors are required to have a Missouri Tax ID unless exempt. Contact Code Administration for more information. 

Permit Application Process:

  1. Obtain Written Permission:
    • Secure written permission from the property owner or agent where you plan to sell your products or services.
  2. Complete Permit Application:
    • Fill out the Itinerant Vendors Permit application form available at Public Works or on the City of Lebanon's official website.
  3. Submit Required Documents:
    • Provide a copy of your Missouri Tax ID number and the written permission from the property owner/agent.
    • Provide a copy of drivers license.
    • Provide a copy of health inspection if required. 
    • Provide a no-tax-due letter from the state of Missouri. 
  4. Permit Approval:
    • Once your application is reviewed and approved, you will receive your Itinerant Vendors Permit.

Compliance and Enforcement:

Vendors who operate without the necessary permissions and permits may face fines and other penalties as outlined in the city ordinance.
